This includes studies and reviews conducted by multidisciplinary teams as well as research which evaluates or reports the results or conduct of such teams or scientific process in general.</div> </div> Teunuleh Publisher en-US Jurnal Ilmiah Teunuleh 2807-193X The Efforts of the Pekanbaru Mayor in Addressing and Managing the Issue of Foreign Refugees in Pekanbaru City https://www.teunulehjournal.com/index.php/jiteunuleh/article/view/206 <p>Pekanbaru City has become one of the destinations for foreign refugees, particularly those from conflict-affected countries such as the Rohingya, Afghanistan, and Pakistan. The increasing number of refugees has led to various challenges, especially in social and security aspects, necessitating serious attention and management from the local government. This study aims to examine the efforts undertaken by the Mayor of Pekanbaru in addressing the presence of foreign refugees within the city. The research employs a descriptive qualitative approach, with data collection techniques including interviews with the National Unity and Political Agency (Badan Kesatuan Bangsa dan Politik), community leaders, local residents, as well as document analysis and relevant secondary data. The findings indicate that the implemented measures include both penal and non-penal approaches. The penal approach is applied to minor violations through placement in the Immigration Detention Center (Rumah Detensi Imigrasi/Rudenim), while handling serious violations is hindered by language barriers and the unclear citizenship status of the refugees. Meanwhile, the non-penal approach involves establishing a Foreign Refugee Handling Task Force (Satgas Penanganan Pengungsi Luar Negeri/PPLN), conducting public awareness campaigns and education, and planning refugee relocations in collaboration with the UNHCR and IOM. Bullying is still a serious problem in the world of education, not only in the form of physical violence, but also verbal, social, and psychological. The impact not only disrupts the student learning process, but also causes long-term psychological disorders. This study uses a qualitative approach with a case study method. Data was collected through observations, in-depth interviews, and documentation involving teachers, students, and the school. The results of the study show that the handling of bullying at SMA Negeri 1 Tembilahan is still reactive, namely actions are only taken after the incident occurs. Schools do not yet have a structured prevention system, including clear reporting procedures, teacher training, and active parental involvement. In addition, the lack of supervision in the school environment and the weak socialization of anti-bullying values also worsened the situation. Despite the efforts of BK teachers and homeroom teachers in handling cases that arise, the approach taken has not touched the root of the problem comprehensively. This study recommends the importance of implementing prevention strategies based on situational approaches, strengthening character education, and cross-stakeholder collaboration to create a safe and bullying-free learning environment.</p> M. This study aims to comprehensively examine the role of Community Counselors (PK) in carrying out their functions to children's clients, as well as identify various obstacles that arise in its implementation. This study uses a descriptive qualitative method, with data collection techniques through in-depth interviews and documentation. Data analysis was conducted based on Travis Hirschi's social control theory which includes four main elements: attachment, commitment, involvement, and belief. The findings show that the role of PK is not only limited to administrative and legal aspects through the preparation of Litmas and assistance in the judicial process, but also includes social-emotional functions by building closeness and moral support for child clients. The four elements of Hirschi's theory are strongly seen in the relationship formed between PK and the child's client, which also supports the process of rehabilitation and reintegration into society. However, the implementation of the role of PK in the field still faces various obstacles, including the limited number and competence of human resources, lack of family support, and the stigma from the surrounding environment towards fostered children. A qualitative descriptive approach was employed, using data collection techniques such as interviews, observation, and documentation. The research subjects included the orphanage's management, caregiving teachers, and children with special needs. The findings reveal that the character development strategies involve the application of habituation, role modeling, and positive reinforcement methods. The content of character education focuses on daily religious practices, moral behavior, and physical and social skills. The assessment of character development is conducted holistically, flexibly, and contextually, involving cross-sector collaboration with government institutions and professionals. Major challenges include the diverse conditions of the children, limited family support, the constrained capacity of educators, and financial limitations. To address these issues, the orphanage implements individualized approaches, a tiered and inclusive mentoring system, cross-sector collaboration, and partnerships with private donors. Although various preemptive, preventive, and repressive efforts have been carried out in accordance with the provisions of Law Number 35 of 2009. The analysis uses Soerjono Soekanto's law enforcement theory which emphasizes three main elements, namely, legal structure, legal substance, and legal culture. Where the legal structure is one of the most important factors. Because the quality of law enforcement, one of which is the police, greatly affects the success or not of law enforcement. In its implementation, law enforcement carried out by the South Aceh Police has not been optimal. Which shows that the main obstacles lie in the limitation of personnel, inadequate infrastructure, low public legal awareness, and the complexity of the increasingly organized narcotics trafficking network. The method used is empirical legal research with a qualitative approach through direct interviews with the South Aceh Police Narcotics Headquarters and secondary data collection. An AI-based curriculum offers a more personalized, adaptive, and interactive learning approach, thereby enhancing the effectiveness and relevance of religious education in addressing the challenges of the 21st century. Using a qualitative approach with a library research method, this study examines how AI can be integrated into the objectives, content, methods, and assessment of PAI learning. In addition, it explains the benefits and implications for teachers, students, and educational institutions. The findings of this study indicate that: 1. The development of an AI-based Islamic Religious Education (PAI) curriculum has proven to be a strategic approach to improving the quality of learning in the digital era, 2.The implementation of AI in PAI learning has a positive impact on teachers and students. For teachers, AI enhances instructional efficiency and assists in analyzing and detecting students’ learning difficulties more accurately, 3. The successful implementation of an AI-based PAI curriculum is highly dependent on systemic and collaborative support. This article aims to examine the adaptive strategies used by MSMEs in dealing with economic crises and analyze them through the perspective of sharia economic values. This study uses a qualitative approach with a literature study method, with secondary data obtained from various scientific literature, policy reports, and official publications. The results of the study show that the strategies that are widely applied by MSMEs include cost efficiency, product diversification, business digitalization, and strengthening social networks. These strategies are considered effective in increasing business resilience. From a sharia perspective, the success of the strategy is also determined by its conformity with the principles of justice, honesty, benefit, and the prohibition of usury and exploitative practices. Although the principles of Islamic economics offer significant moral and social strength, their implementation still faces challenges, such as low sharia literacy, limited access to sharia financing, and suboptimal policy support. The background of this research is based on the importance of economic empowerment of village communities through the development of local potential-based businesses. The main problem raised was the form of cooperation between BUMDes and rattan craftsmen, as well as the factors that support the success of the collaboration. This study uses a qualitative approach with a case study method. The data was collected through in-depth interviews with Keuchik, the Chairman of BUMDes, rattan MSME administrators, as well as five local artisans and traders. The results of the study show that real collaboration is established through the provision of raw materials, access to capital, joint production facilities, and promotional and marketing support. Supporting factors for the success of this collaboration include village government support, managerial capacity of BUMDes, active participation of artisans, and connectivity with external markets. The conclusion of this study is that the BUMDes Berkat Mandiri program is able to strengthen the economic capacity of rattan artisans in a sustainable manner through participatory collaboration and based on local needs.</p> Khairunnisa Siregar T. However, efforts to improve the quality of education are often dominated by technocratic approaches that tend to reduce quality to mere administrative and quantitative indicators. This article aims to examine the concept of educational quality theoretically and examine approaches and techniques for improving the quality of education as stated in the scientific literature. This study uses a qualitative approach with a literature study method, by analyzing relevant textbooks, journal articles, and policy documents. The results of the study show that quality education is a multidimensional concept that includes outcomes, learning processes, and the education system as a whole, and is influenced by social and institutional contexts. Various approaches to quality improvement, such as managerial, systemic, school-based, and quality culture approaches, have different characteristics and focuses, so they cannot be applied uniformly. Quality improvement techniques, such as continuous planning and evaluation, academic supervision, curriculum development, and data utilization, need to be integrated consistently with the approach used.
